Sectional presentation day recently occurred. attendance was down by 50%. At last sectional meeting, the expectation for presentations was added to our sectional record books.

The issue of judge training came up. How to train the judges is a major issue to be discussed at the advanced leader training.

Without the record book requirement, the presentation de-emphasis is showing up at all levels. At the county level, at the club level and at the project level, each leader (project, club and county) can make determinations as to what constitutes a presentation, at different settings, and for each individual needs to be adjusted.

How to do the state level record book judging was also discussed. Many problems have occurred in the past that the new rules are attempting to correct.

Youth input about presentations and its contribution to each youth's development was requested and each responded resoundingly about how much presentations have helped them, and how they can see now that they have been through it how much it will benefit them in the future.

Part of the problem is the unification of 4-H club

A motion was made to have santa clara county strongly endorse the proposal made at sectional council with regards to presentations.
Seconded and Carried by voice vote.

Treasurer's report:
Money was received from Dean memorial fund for a poultry award and for another scholarship.
Pellet Poppers is starting to reimburse members who complete the course and complete the paperwork.

Next month's meeting is full council meeting. Pleasant Acres is scheduled to provide refreshments, and will be requested to present at council what is going on in their club, along with El Sereno.

County supervisor's meeting were going to determine the fate of the fairgrounds. The opinions of the supervisors were heard before the 3 4-H representatives spoke. The opinion of the supervisors was that the core of the fairgrounds needs to be maintained so that the county fair can occur each year. The core buildings need to be better maintained. They directed a consultant to come back in 6 weeks with some options for the fairgrounds.

Optional "how to become an all-star" workshop in April 21st @ 3 pm; May 12th application for next year's All-Stars; May 20 will be the selection day

Proficiency testing issue: This coming saturday was to be another proficiency test writing day. No responses have been received by the CE office. Issues raised included how is the overall progress coming along, and when will these new tests be available? Work is progressing, but staff changes in the CE office has slowed the rate. A staff person has been dedicated to finalize the proficiency tests.

A lot of questions were raised about the proficiency testing procedure.

Motion to allow Medalist testing to occur for another year while the proficiency tests are finalized in their present form. Seconded.
Discussion centered on the members who are being penalized for the delays that have occurred. Example given of a member who will age out of a project without any recognition. Not fair to that member. Fe is hard over to wait for the proficiency tests and not to continue with medalist testing. Motion was amended to be triggered on June 1st if Proficiency tests are not available. Motion as amended was seconded and passed on voice vote.

Fe reported that she had a new leader training with about 20 signed up, and 14 showed up.

Motion to approve $50 for the Advanced leader training time for the Coyote Grange. Seconded and carried on voice vote.
